On some Android devices, the more protective LoveGuard levels can interfere with the Google Play Store. Apps may fail to download, or the store may not load.
This is a known interaction, not a broken phone or a broken plan.
Try this first
Connect to WiFi and try again. LoveGuard only filters browsing on our network, so the Play Store usually works normally on WiFi. This confirms the cause in about thirty seconds.
Restart the phone. Worth doing before anything else.
Check for a system update. Settings, then System, then Software update.

Which LoveGuard level the line is on
What happens exactly, for example the store loads but downloads fail
